Downloads the HCL database from the VMware official website http://partnerweb.vmware.com/service/vsan/all.json.
The DB will replace any existing DB, even if the existing DB may appear newer. Caller can supply a custom URL. If not provided, DB is downloaded from its standard location on vmware.com.
