Create or update a Tier-1 service interface

If a Tier1 service interface with the interface-id is not already present, create a new Tier1 service
interface.
This API is available when using VMware Cloud (AWS, Dell-EMC, Outpost, Hyperscalers) or VMware NSX-T.
