Create or replace infra segment security profile binding map

API will create or replace segment security profile binding map.
For objects with no binding maps, default profile is applied.
This API is available when using VMware Cloud (AWS, Dell-EMC, Outpost, Hyperscalers) or VMware NSX-T.
