Describes how a proposed object will be handled during publication.

• CREATE: A new NSX group will be created.
• REFRESH: Synchronize the existing NSX group with the latest evaluation of its membership criteria.
• PROMOTE: An existing user-created group will be promoted to a segmentation object.
